On July 10th another human case of H7N9 was reported in China, by July 16th the US Government urgently released a Federal Solicitation searching for 6 experimental technologies to combat the expected H7N9 Bird Flu pandemic. Primary on their list is a desire to find, and pull forward into use, breathing masks and respirators which are only partially through their Research and Development phase.

The Government's solicitation ( Number: BAA-13-100-SOL-00019) contained this very telling direct quote which the Government highlighted in red:
"Note to Potential Offerors: Due to the urgency of ongoing preparedness activities for avian influenza A(H7N9) virus, available funding for awards under this solicitation may be limited. In addition, submissions that directly address H7N9 preparedness may be evaluated more favorably than those directed towards other influenza subtypes."

Our key takeaways from reading through that solicitation are:

1: Airborne H7N9 Bird Flu is infecting caregivers despite their use of masks
2: The Feds expect patient loads to overwhelm the available number of life support systems
3: A shortage of vaccine is expected because of the large number of potential victims.
4: A shortage of vaccine will be tied to the large dosage amounts required to get minimal immunity.
5: Not enough diagnostic tools are available to make wise decisions on who to treat and how.
6: If a H7N9 pandemic occurs, hospitals will be the breeding ground for untreatable mutations.
7. The Federal government is in a much greater tizzy over H7N9 than most people know.

Our Risk Mitigation Position on H7N9 Hemorrhagic Bird Flu.

1: We believe a near term, wide spread, high fatality pandemic is possible but not likely
2: Cost Effective risk mitigation preparations would be wise for items likely to quickly go out of stock

Three Items to consider purchasing:

(1) Hibiclens Surgical Scrub: Kill germs/viruses continuously for 6 hours after washing with it
(2) P100 Mask: Better protection than N95 masks.
(3) HEPA Air filter: Reduces Airborne Viral load in sick (quarantine) rooms

Centre for Health Protection Controller Dr Leung Ting-hung has called on doctors to watch for patients with novel coronavirus signs, saying early symptoms may not be respiratory.

Dr Leung issued the caution at a press conference today, after Saudi Arabia and France reported coronavirus cases to the World Health Organisation last week.

He said those infected with coronavirus may initially show atypical symptoms, such as diarrhoea. He asked doctors to pay special attention to immunocompromised patients and those with underlying medical conditions.

The centre will write to public and private hospitals and practising doctors reminding them to be on high alert for suspected cases.

The French and Saudi Arabian cases were tied to an outbreak at a healthcare facility.

There have been 34 confirmed cases globally since September, including 20 deaths, with most cases occurring in the Middle East. (http://j.mp/10lzLox )

The World Health Organisation has said it is likely that a deadly new strain of a virus that has killed at least 20 people can be passed by close personal contact.

In France a second man is in intensive care with the disease after sharing a hospital room with the country's first victim.

The BBC's Rebecca Morelle said: "They really don't know at the moment how this virus is passing... They need to find these things out quite quickly."

Evidence grows for human to human transmission of deadly new coronavirus

Evidence grows for human to human transmission of deadly new coronavirus

Published on May 12, 2013
http://www.euronews.com/ The World Health Organisation (WHO) has confirmed that the potentially fatal coronavirus could be transmitted from person to person. WHO Assistant Director-General, Keiji Fukuda speaking to reporters during a trip to Saudi Arabia where the majority of cases are found, noted that the clusters of illnesses "increasingly supports the hypothesis" of close contact human transmission.

The news comes as a second case is reported in France. The new infection was discovered in a patient who had shared a room at a hospital in Valenciennes with the first confirmed sufferer. The two were said to be in close and prolonged contact.

The SARS-like virus, produces symptoms of pneumonia and can lead to kidney failure. Experts are looking at whether it is transmitted via contact or whether it is airborne.

Professor Benoit Guéry at the Lille Hospital Infection Unit said that there were, "Several incidences where a clear human to human transmission was possible." Though he played down the risk adding that , "As soon as we are capable of dealing with patients in the appropriate manner, the virus poses a very low risk (of transmission)."

Though the virus poses a low transmission risk at present, the chances of survival are slim. Medical experts report that once contracted the new coronavirus is more aggressive than SARS (severe acute respiratory syndrome) which killed around 800 people in 2003.

Two more carriers have died in Saudi Arabia where the virus was first discovered, putting the death toll to 18 with 34 cases worldwide.

With a survival rate of less than 50%, authorities are taking the threat seriously. French travelers to the Gulf are being advised to wash their hands regularly and avoid contact with animals. Anyone returning from the region with flu-like symptoms has been asked to report it immediately.

Related to the common cold, the new coronavirus first detected in the Middle East could be spreading from human to human.

A third suspected case of the potentially fatal coronavirus (nCoV) has been detected in France. It follows the hospitalisation of a 65-year-old who is the first confirmed case of the respiratory illness in France. He remains in a stable but critical condition.

A nurse in a hospital in Douai where the patient was first referred has been placed under watch since Thursday night. A doctor and another patient remain in isolation as tests are carried out. If they return positive results, it could mean that person to person transmission is occurring.

France is the third European country to be hit by the virus which appears to originate in the Middle East. The Frenchman (whose name has not been released) had returned from Dubai late April and was admitted to hospital on his return with digestive problems.

In the UK three members of the same family were infected after a relative returned from Pakistan and the Middle East. As with the bird flu, family members may be more susceptible to contagion than other members of the public. Germany has also been hit with two cases. Both had travelled in the Arabian peninsula, one died and one recovered.

A single hospital, Al-Moosa in the town of Hofuf, Saudi Arabia has reported 23 cases, suggesting it could be spreading through hospitals. The World Health Organisation (WHO) has travelled to Saudi Arabia to investigate how the virus is being transmitted. They are worried about the clusters of cases being a potential for a pandemic. The Saudi Health Ministry suggested that the cluster observed in the single hospital suggested nosocomial transmission. Patients may have had increased susceptibility to infection or severe disease because of their multiple illnesses. However, two family members of patients have contracted the virus suggesting it is being transmitted amongst the community.

The virus attacks the respiratory system causing pneumonia and potentially kidney failure. The WHO has advised all countries to test patients with unexplained pneumonia. World Health Organisation alert web page latest update

There have been 33 cases reported since September 2012, with 18 of them dying. The 50 per cent death rate indicates the coronavirus is more aggressive than SARS (severe acute respiratory syndrome) which killed some 800 people in 2003, which had a death rate of 11 per cent. The WHO have released guidelines for prevention and control of the virus

The source of the virus is unknown, though the most popular theory is that it is related to a virus strain found in bats. The SARS virus which originated in China proved that intermediate animal hosts may sometimes play an important role in transmission to humans and that direct exposure to animals is not needed for infection. Identifying the source will require the cooperation of veterinary services, food safety authorities, environmental health agencies as well as public health authorities.

Novel Coronavirus Death Toll Reaches 18 (May 06, 2013)

Novel coronavirus outbreaks are continuing on the Arabian Peninsula, and the The World Health Organization (WHO) announced May 6 that so far, it has been "notified of 30 novel coronavirus (nCoV) confirmed cases, including 18 deaths."

The WHO announcement comes after reports May 2 from the Ministry of Health in Saudi Arabia confirming three new cases of the disease. Two of the cases were from the same family, WHO reported. All the victims were reported in critical condition.

Within the past five days, there have been 13 new cases of the virus reported, including seven deaths in Saudi Arabia alone.

WHO is encouraging member states to monitor cases of severe acute respiratory infections. In a statement, WHO said it is working with international experts and countries where cases have been reported.

WHO urges member states to promptly make the proper notifications to the body when any new case of nCoV is discovered.

WHO is not yet advising screening at points of entry to the region, nor is it recommending travel or trade restrictions.

The first case of the virus was reported in June in Abu Dhabi.
